TITLE:           PUBLIC PROCUREMENT SPECIALIST

 

STATUS:        EXEMPT

 

DIVISION/DEPARTMENT: ADMINISTRATION & FINANCE/BUDGET & FINANCE

 

SUMMARY OF RESPONSIBILITIES: 

The Public Procurement Specialist must have knowledge of and experience with contracts subject to M.G.L. c. 30B, M.G.L. c. 149, M.G.L. c. 30, and M.G.L. c. 7C.  Under the direction of the Budget and Procurement Manager with day to day supervision from the Director of Real Estate, this position will be responsible for preparing, and/or examining and revising procurement documents for the Real Estate department. The Public Procurement Specialist shall work independently and in a group to support project managers, Budget and Procurement staff, and Legal staff in the effort to have Agency wide collaboration around the acquisition of goods and services and the provision of construction and design services for the Real Estate department. The Public Procurement Specialist will draft, revise, review and evaluate Invitation(s) for Bids, Request(s) for Proposals, and scope(s) of work, develop procurement advertisements, , assemble bid documents, develop evaluation criteria and rule(s) for award, revise and/or draft contracts, as well as draft memos to seek approvals from the Board of Directors.

 

GENERAL DUTIES AND RESPONSIBILITIES:

The general duties and responsibilities of the position are included in but not limited to the information listed below.

  • Work with different levels of personnel within BPDA to support procurement activity
  • Coordinate document development with project manager
  • Report status of procurement document development to Director of Real Estate and Budget and Procurement Manager
  • Liaison between the Real Estate Department, Budget and Procurement, and Legal during procurement process
  • Analyze potential risks that contract changes may pose to the organization
  • Support efforts to adhere to all applicable State and City laws, regulations and rules
  • Participate in the development of standard language and rules for existing and new procurement documents
  • Assist management, peers, suppliers and internal staff in understanding established procurement policies and procedure
  • Manage procurement records and data for Real Estate Department
  • Maintain procurement development schedule for ongoing management and budget development
  • Coordinate bid solicitations and documentation of all procurement activity
  • Support and facilitate the review of invoices and all activities related to contract administration as directed
  • Produce correspondence, memoranda, reports, technical documents, and other materials
  • Represent procurement final proposals to the BPDA Board of Directors

 

QUALIFICATIONS: 

Work requires a bachelor’s degree and 6-8 years of contract management experience preferred. Candidates must have knowledge of and experience with contracts subject to M.G.L. c. 30B, M.G.L. c. 149, M.G.L. c. 30, and M.G.L. c. 7C, respectively, as well as other professional and nonprofessional service contracts.  Requires proficiency in MS Word, Excel and Google Docs.

Normal office environment.
