TITLE: SENIOR INFRASTRUCTURE & ENERGY PLANNING FELLOW

The Boston Planning and Development Agency [BPDA] is expanding its resiliency and sustainability work to include strategic planning for utility infrastructure. The Smart Utilities Vision (SUV) is a new project that will enhance coordination, efficiency, resilience, and equity in Boston’s energy, fiber, water, and transit infrastructure. The SUV is nearing the final approval stages and gearing up for implementation. In addition, the BPDA will continue to develop local energy projects in Boston as part of its Community Energy Planning program.
This is a 1 year Fellowship position starting Aug/Sept 2017 and ending Aug/Sept 2018.

SUMMARY OF RESPONSIBILITIES: Under direction of the Senior Deputy Director for Infrastructure and Transportation Planning, this position will assist in the management and implementation of the Boston Smart Utilities Vision. This position will also address Community Energy Planning and related projects and activities. This position is a 1 year fellowship and residency in Boston is required. This is an exciting opportunity for a self-motivated to help manage and implement these programs.
GENERAL DUTIES AND RESPONSIBILITIES:

Duties Specific to the Smart Utilities Vision
- Work with BPDA staff and multiple City of Boston Departments to implement the final recommendations of the Smart Utilities Vision, that include:
- Development of a City-wide Telecommunications Conduit Policy
- Implementation of Smart Utility Standards guidebook in new construction
- Development of clean energy performance standards for new construction
- Digitization of the Public Improvement Commission permitting process
- Prepare briefing materials and make presentations to explain the new Smart Utility Standards requirements for multiple audiences real estate developers, lawyers, and engineers
Duties Specific to the Microgrid Pilot Project
- Work with BPDA, City Staff, utility companies, and technical experts on the pilot district energy microgrid project planned for the Raymond L. Flynn Marine Park
- Procure and manage contractual services including preparation of requests for proposals, consultant selection, guidance of work plans, the review of work products, and the fulfillment of administrative functions relating to such contractual services
- Develop spreadsheet models tracking of real estate phasing, energy use, and project costs building upon existing studies
- Make presentations to internal and external stakeholders
- Prepare written correspondences, memos, and requests for a variety of stakeholders
- Liaise with C40 Clean Energy Network, Urban Sustainability Directors Network, and Carbon Neutral Cities Alliance to maintain relationship with network cities to integrate global best practices with BPDA work
- Develop spreadsheet models for planning and economic development staff
- Write state and federal grant applications
- Author web-content and updates
- Manage, organize, and interpret data for a non-technical audience
- Perform other related duties as required
QUALIFICATIONS (KNOWLEDGE AND EXPERIENCE):
- MA or MS degree in Business, Public Administration, City Planning, Economics, Engineering, Political Science, Law or related field
- 3-10 years of experience in corporate, government, or a non-profit work environment, there is no preferred degree program
- Experience presenting to executive leadership
- Demonstrated knowledge in energy system planning and/or knowledge of energy systems in buildings
- Excellent analytical, organizational, research, written and oral communication skills
- Proven ability to thrive in a dynamic, collaborative team environment and work experience under the direction of senior staff
- Project management experience
- A commitment to timeliness and reliability
- A self-motivated approach to learning and mastering skills
- Proficient in Microsoft Word, Excel and PowerPoint
- Experience with writing or editing blog posts or trade articles
- Familiarity with physical aspects and historical traditions of Boston’s neighborhoods
- Graphics skills and proficiency with Adobe graphics suite and Arc GIS software
Normal office environment; moderate frequency of site visits. May require attendance at evening and weekend meetings.
Little exertion; carry and install presentation materials such as easels and presentation boards; regular local travel.
