    TITLE:    HOUSING COMPLIANCE ASSISTANT 

     

    DIVISION/DEPARTMENT: COMPLIANCE/SEC

     

    SUMMARY OF RESPONSIBILITIES: 

    Under the direction of the Director of Compliance, the Housing Compliance Assistant will support the work of Compliance review and regulations at the Boston Planning and Development Agency. The position supports primarily the Housing Compliance program in reviewing files and monitoring procedures to ensure full compliance with existing standards. The Housing Compliance Assistant will work under the oversight of the Housing Compliance staff, and will assist in streamlining processes and implementing efficiencies to create better transparency within the Boston Planning and Development Agency.

     

    GENERAL DUTIES AND RESPONSIBILITIES:

    • Support the Housing Compliance team in all efforts to sustain and enhance current systems, practices, and procedures related to management of the portfolio of approximately 2600 affordable units under BPDA purview.
    • Track and review tenant income certification files, ensure accurate documentation, and process mail and associated paperwork.
    • Solicit and review of reports from developers/property managers to ensure compliance with BPDA restrictions on household income and rent limits for affordable units.
    • Review and maintain records on income verification files for rental and ownership units.
    • Assist with correspondence and documentation related to the monitoring of owner-occupancy requirements for affordable condo units.
    • Work closely with Housing Compliance team to review and improve methods of evaluation and approval of housing applications submitted for review.
    • Assist in maintaining accurate files on Affordable Housing Agreements, Land Disposition Agreements, and associated documents.
    • Update database and files with data on affordable units in upcoming and existing developments.
    • Update database and files with data on tenants and owners of affordable units.
    • Work with Housing Compliance staff to conduct random audits of management companies’ records to endure all documentation is in order.
    • Work with the Housing Compliance team and Legal Department staff to ensure proper recording of housing agreements and other legal documents.
    • Solicit, review, and maintain affordable unit leases to ensure consistency with the requirements of relevant affordable housing agreements.
    • Participate in meetings, research, and coordination efforts to support and enforce compliance with legal agreements.
    • Cultivate effective working relationships with staff, marketing agents, community organizations, and others as needed.

     

    QUALIFICATIONS:  

    Work requires a Bachelor's degree in a related field or an equivalent of 3 to 5 years related experience.  Excellent communication skills, team-orientated and collaborative in all interactions with internal staff and external entities. Ability to analyze and communicate BPDA housing compliance procedures and to review for streamlining and improving processes. Ability to acquire and maintain current knowledge of all applicable statutes, regulations and ordinances would be required to perform the job duties.
