TITLE: GRANTS MANAGER
DEPARTMENT/DIVISION: YOUTH & HUMAN SERVICES/OFFICE OF WORKFORCE DEVELOPMENT
SUMMARY OF RESPONSIBILITIES: Under the direction of the Deputy Director of Youth and Human Services, monitor the direct service programs provided by community based organizations (CBO's) under contract with the Office of Workforce Development in assigned areas; monitor contract activities and transactions, prepare reports and provide technical assistance to CBO's; provide administrative, general office, system and project support to the Youth & Human Services department. Provide support to Youth Services staff in the areas of invoicing, contracting, data entry, and other assignments to facilitate the work of the department.
GENERAL DUTIES AND RESPONSIBILITIES:
The general duties and responsibilities of the position are included in but not limited to the information listed below.
Monitor provider services to ensure delivery of the content and quality of services contracted through quarterly reports, site visits and site visit reports, regular program contact, program operator meetings, technical assistance and corrective action meetings. Provide technical assistance, guidance and training to Contract Administrators and contract vendors.
Review and approve program invoices and budgets, and coordinate problem resolution with A&F department and contractors. Ensure reimbursement accountability by monitoring contractor compliance with applicable funding source requirements.
Assist with RFP issuance through active participation in planning activities and the process of developing RFP priorities, read and score proposals, and provide input on funding decisions. Manage contracting process (proposal clarifications, contract negotiations, and required contract documentation) with community-based organziations. Initiate contract amendments as needed. Support other departments with procurement of contracts (supporting logistics of the bidder’s conference, reading proposals, etc.).
Support department staff in technical assistance meetings and conference calls through scheduling, surveying, and preparing the agenda and minutes.
Maintain data quality assurance by running and reviewing monthly/quarterly MOSES reports, and sending feedback to contractors.
Review, input, track and report required participant data and documents in Google Sheets and MOSES. Must maintain a proficiency in MOSES, Google Suite (Calendar, Drive, Sheets), and Mircosoft Suite.
Demonstrate effective verbal, written, and time management skills by efficiently communicating with all programs and OWD departments, and resolving issues in a timely manner.
Ability to articulate the mission, objectives, and programs of the Office of Workforce Development, and the Youth Services department. May represent EDIC/OWD at meetings and conferences. Participate as active team member in agency system operations.
May represent agency in a broad range of public meetings (federal, state, city, etc.) through active participation. Maintain a regular presence at provider meetings (BYSN, YTTF, OYC, etc.) and attend technical assistance or corrective action meetings as necessary.
Maintain confidentiality of all information.
Participate in the development and revision of department operating procedures governing contract monitoring and administration.
Provide administrative support to other OWD departments on an as needed basis. Perform other related duties as required.
KNOWLEDGE AND EXPERIENCE:
Work requires a Bachelor’s degree in Social Services, Business or equivalent experience; and demonstrated computer literacy/skills, including familiarity with spreadsheets (Excel) and database programs. Five years related work experience is required, including two years in job placement, employment services, training or a related area. Excellent interpersonal skills and positive attitude are required. Familiarity with workforce development, career services, and various social service agencies is preferred.
WORK ENVIRONMENT: Normal office environment, including local travel to community-based organizations throughout Boston.
PHYSICAL REQUIREMENTS: May spend extended periods at terminal, frequent local travel.
SCOPE: Serve as technical resource to other staff members.
