    TITLE:         YOUTH POLICY AND PRACTICE COORDINATOR - WORKFORCE AND HOUSING INSTABILITY

                                                                         

    STATUS:     PART-TIME, CONTRACT, TEMPORARY GRANT-FUNDED POSITION

    DIVISION/DEPARTMENT:  OWD/OWD

     

    SUMMARY OF RESPONSIBILITIES:

    Under the direction of the Assistant Deputy Director of Workforce Development, and in collaboration with the Executive Committee for Boston’s Plan to End and Prevent Youth Homelessness, develop plans for and coordinate activities to facilitate systems change at the intersection of workforce development and housing instability. Work will take place over a two-and-a-half year grant period, approximately 15-20 hours per week. The project includes organizing convenings of leadership from workforce development programs, housing and homelessness service agencies, and youth with lived experience of homelessness. As a culmination of this work, lead the production of a report including policy recommendations from findings brought to light by practitioners, policy experts, and youth and young adults who have experienced homelessness, with the overarching goal of ensuring Boston’s workforce development ecosystem more effectively meets the needs of youth and young adults experiencing housing instability.

     

    GENERAL DUTIES AND RESPONSIBILITIES:

    The general duties and responsibilities of the position are included in but not limited to the information listed below.

    • Facilitate quarterly convenings of leadership from workforce development and housing and homelessness services agencies in Boston, with the aim of being as inclusive as possible.
    • Develop and coordinate trainings based on community input and best practices, for front-line workforce development and housing and homelessness service providers.
    • Ensure that youth and young adults with lived experience of homeless are active contributors in multiple facets of convenings, trainings, etc., through collaboration with the Boston Youth Action Board (YAB), Boston Youth Service Network (BYSN), and the Mayor’s Youth Council.
    • Throughout convenings and trainings, gather qualitative and quantitative data and use existing data sets to inform recommendations to improve policy and practice to better leverage workforce development as a way of combating youth and young adult homelessness.
    • Coordinate production of report among partners including the City’s Department of Neighborhood Development, the City’s Health and Human Services Cabinet, Boston Youth Action Board, Bridge Over Troubled Waters, and St. Francis House.
    • Analyze administrative, demographic, observational, and survey data, summarize findings, and provide written content for final policy report.
    • Present findings and recommendations to Rising to the Challenge leadership

     

    Qualifications:

    • Bachelor's Degree in Public Policy, Economics, Education or related field or equivalent experience, plus three years of related experience in project management, research, program evaluation, policy analysis, strategic planning, and/or partnership management.
    • Strong interpersonal skills to effectively collaborate with a diverse range of public and private partners.
    • Background in the fields of youth development, workforce development, and/or housing stabilization is highly desirable.
    • Experience working with youth and ability to collaborate with young people in a context where they are treated as equals. Must be open minded, adaptable, comfortable discussing race, sexuality, substance use, respectful of confidentiality.
    • Excellent verbal and written communication and presentation skills.
    • Event coordination experience is a plus.
    • Ability to synthesize and analyze qualitative data and strong attention to detail.
    • Must demonstrate ability to work independently.
    • Preference for lived experience relevant to the work
    • Homelessness among youth disproportionately affects people of color and LGBTQ youth; we strongly encourage applications from people with these identities or who are members of other marginalized communities.

    Normal office environment.
