TITLE: SENIOR HUMAN RESOURCES GENERALIST/RECRUITER
SUMMARY OF RESPONSIBLITIES:
The Sr. Human Resources Generalist/Recruiter is responsible for a variety of Human Resources generalist duties, including but not limited to, recruiting, employee relations, and training and development. This position is hands-on and requires strong knowledge of Human Resources generalist responsibilities and recruiting systems, tools and resources.
Primary responsibilities are focused on our recruiting efforts and employee relations. Responsible for developing innovative and aggressive methods to recruit best-in-class candidates for openings that span multiple departments across the Boston Planning and Development Agency.
The Senior Generalist/Recruiter will be considered a strategic partner and work closely with hiring manager and director. Builds candidate pools, identifies potential candidates and uses effective sourcing techniques to attract diverse talent. Fosters and cultivates relationships with key candidates and large talent pools to deliver upon both immediate short-term needs and strategic long-term initiatives. Provide HR generalist support including a variety of employee relations matters, including investigations reorganizations, coaching and counseling on a variety of business matters.
GENERAL DUTIES AND RESPONSIBILITIES:

Works closely with the Director to develop and execute Human Resources initiatives.
Conducts full Life Cycle Recruiting, including acquiring talent for non-exempt positions, planning, development review, real estate and executive level roles and ensures a positive candidate experience through the recruitment cycle.
Works to identify and assess talent to fill difficult positions, to generate ideas, leverage resources, and share information that creates an effective search process. Utilizes creative means and best practices to research, source, attract, and contact possible candidates to develop a diverse pool of qualified candidates.
Works in close partnership with hiring managers to discuss talent strategy and communicates effectively with hiring managers and candidates throughout the recruiting process. Utilize ICIMS to track source and candidate information.
Develop, mentor and coach the hiring manager to build relationships and identify, attract and select top talent; contribute to interview training initiatives.
Execute sourcing strategies necessary to build a qualified and diverse candidate pool, by utilizing resume databases, networks, social media, internal databases, employee referrals, warm and cold calling, school diversity groups, alumni, job/career fairs, and other related professionals to expand and improve diversity recruiting efforts.
Evaluate candidate skills and experiences to match core competencies with key hiring requirements; assess motivational and culture fit; provide constructive and thoughtful feedback to hiring managers for internal and external candidate reviews and recommendations.
Ensures appropriate alignment and controls with administrative process when auditing candidate data.
Posts current openings on appropriate websites, manages candidate assessments and background checks and closes out candidates who aren’t selected in a timely fashion.
Tracks recruiting processes within iCIMS and prepares and submits analytical status reports for review.
Determine diversity recruiting effectiveness though reporting and data analytics; ability to analyze data, spot trends and use data to help tell the story of what HR is accomplishing or identify potential issues; develop metrics to track and analyze initiatives while identifying future trends.
Assists with training initiatives as needed, including performance management planning, harassment prevention, team building and other programs.
Conducts New Employee Orientations as needed; conducts exit interviews, develops reporting and evaluates trends; recommends improvements based on feedback received from employees.
Coaches managers and employees on a variety of employee matters, including performance management, and conducts employee investigations to ensure compliance with company policies, procedures and applicable laws.
Exemplifies the desired culture and philosophies of the organization. Works effectively as a team member with other members of management and the HR staff.
Work on special projects and performs other related duties as needed.
QUALIFICATIONS AND COMPETENCIES:
Bachelor’s degree in Human Resources or related discipline (e.g., organizational development).
Minimum 5 years of Recruiting and/or Human Resources Generalist experience including management/leadership experience as a Human Resources Generalist/Recruiter.
SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential preferred.
Extensive experience in agency full-life cycle recruiting and expertise in recruiting for niche positions, building, driving and executing strategic recruiting plans with deliverables and metrics.
Knowledge of employment laws including but not limited to Title 7, ADA, FMLA, FLSA and ability to apply to workplace situations.
Familiarity with compensation and benefits is helpful.
Social media presence, including LinkedIn, to attract and engage potential candidates preferred.
Prior experience in developing targeted diversity recruiting strategies and implementing global approaches to attract and hire the right talent at the right time.
Proficiency and passion for research and sourcing through direct channels, social media, internet sourcing, name generation research and networking.
Ability to execute recruiting strategy, including employer branding, candidate management, diversity sourcing, and interview process management.
Excellent written and oral communications skills with varied audiences.
Sound judgment, high integrity, and ability to maintain strict confidentiality.
Ability to work with hiring managers on gathering / eliciting needs, and implementing hiring plans to achieve goals while understanding the unconscious bias in the recruiting process
Experience with utilizing a variety of Sourcing tools.
Understanding and adoption of recruiting data / metrics, with desire to exceed expectations.
Experience with managing and prioritizing multiple searches, projects, and agency relationships; superior customer service skills.
Strong closure abilities as well as organizational and negotiation skills.
Strong project management skills, competing prior and results Orientation (effective time management, sense of urgency, deadline driven) critical.
High level of proficiency in Microsoft Office suite and experience with Applicant Tracking System (iCIMS), ADP, and Sage ABRA database programs strongly preferred.
Must be able to travel locally, including attending local job fairs and various agency sites.
Normal office environment.
Little or no exertion; may spend extended periods at keyboard.
