    TITLE: Bank On Boston Fellowship

     

    DIVISION/DEPARTMENT: MAYOR'S OFFICE OF FINANCIAL EMPOWERMENT

     

    Bank On Boston (BOB) is a coalition anchored by the City of Boston and United Way of Massachusetts Bay and Merrimack Valley. This group, which includes government agencies, financial institutions, and community partners, aims to serve as a platform for collective action to advance the City’s goal of empowering all residents to achieve economic security and build financial assets. It serves as a vehicle for sharing information about safe, non-predatory financial services and products , highlighting relevant trends and key issues in the banking and financial services sectors, and identifying specific action items that would advance the goals of the Coalition.

     

    This group will expand on initiatives launched by the BOB Coalition, formed to implement and support the national Bank On initiative in Boston, by increasing access to safe, non-predatory financial products for unbanked and underbanked residents.  In addition to focusing on BOB, the group will augment the scope of the existing Coalition to include Boston Builds Credit, the City’s credit building initiative, as well as other financial empowerment projects so as to further the City’s equity agenda.

     

    The Mayor’s Office of Financial Empowerment (OFE), in partnership with United Way of Massachusetts Bay and Merrimack Valley, seeks a Fellow to guide and manage Bank On Boston through its proposed expansion. 

     

    The Bank on Boston Fellow will join a dynamic, cross-sector team in designing and implementing innovative programs. With the support of senior leadership, the Fellow will be responsible for developing and implementing a strategy to integrate Boston Builds Credit (BBC) into the current Bank On Coalition, in addition to other initiatives, including but not limited to children’s savings accounts, the Boston Tax Help Coalition, workforce development programs, and the Boston Centers for Youth and Families. This Fellow will be responsible for all aspects of the day-to-day management of the Bank on Boston Coalition, including working with partners to set goals and priorities for various programs, agenda creation, meeting facilitation and relationship management. This is a one-year grant-funded position with health insurance.

     

    Specifically, the Fellow will be responsible for the following activities:

    Program Management

    • Serve as primary point of contact for Coalition members and manage the day-to-day activities of the Coalition. 
    • Set agendas for Coalition meetings and maintain minutes and associated work plans. 
    • Create public-facing content regarding safe products and product standards for use by Coalition partners in print and online. 
    • Work with OFE, United Way, and the Mayor’s Economic Mobility Lab to finalize a project plan for Bank On Boston, including workflows that include program timeline, marketing, and implementation plans.
    • Work with City leadership and Coalition members to define the roles and responsibilities of Bank On Boston partners, including but not limited to the financial institutions, FDIC, Boston Federal Reserve Bank, community-based organizations, and others.
    • Recruit and develop coalition partners in conjunction with guidance from OFE and United Way staff.
    • Work with the Bank On Boston Coalition to set standards for safe, accessible financial products, with the ultimate goal being to facilitate local financial organizations to meet national Bank On standards, but also to identify and promote secured credit cards, credit builder loans, and financial technology products.  
    • Co-lead a collaborative process with the Coalition to identify metrics and outcomes for the project, including working with partners to create and deliver safe banking and credit building products to Boston residents. 
    • Partner with City programs (e.g., Boston Saves, Boston Tax Help Coalition) to incorporate safe, non-predatory products into their services.


    Research and Communications

    • Research Bank On and credit building campaigns from other municipalities
    • Develop and implement strategy for communicating information about safe and accessible banking and credit building products to community partners 
    • Determine language needs of marketing materials and arrange for translation of these materials
    • Research status of LMI banking and credit building products, and fintech products  that are consistent with national Bank On and BBC standards for non-predatory products 
    • Provide other research and writing as needed.

     

    Qualifications

    Applicants must possess a passion to work in local government.

    Have at least two years of full time, or equivalent part time, professional project management experience.  Undergraduate degree required, graduate degree preferred.

    Experience effectively organizing or leading coalitions or working groups.

    Strong written and oral communication skills and have a demonstrated ability to work collaboratively in a team environment.

    Candidates must be comfortable in a fast-paced environment and be able to manage multiple projects on a tight deadline.

    Experience in the social sector, with emphasis on financial empowerment, banking experience

    Credentials

    Position is full-time (35/hours/week) and is based at 43 Hawkins Street, Boston, Mass.  Occasional evening or weekend assignments. Salary will be $65,000 for a one year appointment.     

    The position reports to the Office of Financial Empowerment’s Deputy Director and has dotted line reporting to the Boston Builds Credit Program Director, as approximately one-third of this individual’s time will be spent on BBC projects.
