TITLE: PROJECT MANAGER, RISING TOGETHER INITIATIVE
STATUS: PART-TIME, CONTRACT POSITION (15-20 hrs/wk, $25-35/hr, depending on qualifications and experience)
ABOUT THE PROJECT: Project Manager is the main staff person driving the Rising Together project, an effort of the City of Boston and community partners to better integrate employment and homelessness services for young people experiencing housing instability, which grew out of the Rising to the Challenge collaborative community response to youth homelessness. This position is grant funded through the end of 2021, with the possibility for extension if additional funding is acquired.
Rising to the Challenge is a collaborative action plan to prevent and end youth and young adult (YYA) homelessness in Boston. It is the culmination of a planning process that occurred from April 2018 to March 2019, with participation from over 240 community members representing more than 110 public and private offices and organizations.The plan includes action steps designed to meet the housing, education, employment, health, and social and emotional needs of Boston’s youth and young adults under age 25.
Rising Together is a community-driven, workforce development initiative to connect service providers and employers in Boston with youth and young adults at-risk of or experiencing homelessness in order to advance the careers of these young Bostonians. This effort is coordinated among Boston’s lead agencies on youth homelessness to address challenges in identifying, training, and employing these YYA,with the goal of equitably improving employment outcomes for young people in need of stable housing.
CRITICAL COMPETENCIES, DUTIES, & RESPONSIBILITIES: Under the direction of the Deputy Director of Workforce Development, and in partnership with the Rising Together Steering Committee and the Executive Committee for Rising to the Challenge, the general duties and responsibilities of the position are included in but not limited to the information listed below.
- Facilitate biweekly Steering Committee meetings.
- Ensure that youth and young adults with lived experience of homeless are active contributors in multiple facets of project work by partnering with the Boston Youth Action Board (YAB), Bridge Over Troubled Waters, Youth Options Unlimited (YOU) Boston, the Boston Youth Service Network (BYSN), and other appropriate partners.
- Supervise and mentor Rising Together intern(s).
Problem solving & critical thinking:
- Develop and coordinate trainings based on community input and best practices, for front-line workforce development and housing and homelessness service providers.
- Integrate a Racial Equity Theory of Change into all programmatic work.
- Throughout the project, gather qualitative and quantitative data and use existing data sets to inform recommendations for policy and practice to better position youths’ employment prospects as a component of combating youth and young adult homelessness.
- Analyze administrative, demographic, observational, and survey data, summarize findings, and provide written content for the final policy report.
- Plan events and/or develop strategies to increase coordination between leadership from workforce development and housing and homelessness services agencies in Boston, with the aim of being as inclusive as possible.
- Guide planning and build consensus among Steering Committee partners including representatives from the City’s Department of Neighborhood Development (DND), the City’s Health and Human Services Cabinet, Boston Youth Action Board (YAB), Boston PIC, Bridge Over Troubled Waters, More Than Words, St. Francis House and United Way.
- Develop relationships with key employers that are committed to hiring practices and a workplace that will be conducive to the success of young people experiencing housing instability.
Strong communication, organization and attention to detail:
- Prepare materials for the biweekly Steering Committee meetings.
- Present findings and recommendations to Rising to the Challenge leadership, and in other forums, as designated by the Rising Together Steering Committee.
- Lead production of a policy report with input and guidance from partners.
- Other duties as needed to fulfill the goals of the Rising Together project.
- At least 3-5 years experience in a relevant field or a graduate degree in Public Administration, Public Health, Urban Planning, Law, or Social Work.
- Strong interpersonal, organizational, and leadership skills and ability to work well with youth, partners, and colleagues.
- Experience and appreciation of integrating racial equity principles into programming and practice.
- Familiarity with collective impact evaluation and experience interpreting data and developing data collection tools.
- Experience working with youth of diverse backgrounds.
- Strong verbal and written communication skills.
- Proficiency in Microsoft Excel, Google Sheets, and database applications.
- Operational knowledge of and experience with virtual meeting/webinar platforms.
- Dedication to reducing homelessness in the Boston area.
- Familiarity with the Boston social service agencies and community organizations, employment, education, and training systems, and homelessness services is highly desirable.
- Homelessness among youth disproportionately affects people of color and LGBTQ youth; we strongly encourage applications from people with these identities or who are members of other marginalized communities. Preference will be given to candidates who have lived experience relevant to the work.
WORK ENVIRONMENT: Remote work from home and/or normal office environment, depending on public health guidance.
PHYSICAL REQUIREMENTS: Little or no exertion; occasional local travel, depending on public health guidance.
