TITLE:          PAYROLL/HUMAN RESOURCES GENERALIST

SUMMARY OF RESPONSIBILITIES:

Under the direction of the Payroll/HRIS Manager provides support and back-up for BPDA payroll/time and attendance functions and processing. Provides support for HRIS systems project support to the Human Resources department.  Provide Human Resources support to staff in the areas of Recruitment/Employment and Benefits.  Complete special projects as assigned by the Director of Human Resources.

 

GENERAL DUTIES AND RESPONSIBILITIES:

General duties and responsibilities of the position are included in but not limited to the information listed below:

  • Provide support to the Payroll/HRIS Manager in all aspects of payroll.
  • In the absence of the Payroll/HRIS Manager Input and transmit electronically weekly payrolls for the Agency to ADP Payroll Service, review processed payrolls and reports for accuracy.
  • Prepare and verify periodic payroll reports including weekly/monthly deduction reports, monthly thrift and union dues reports, quarterly unemployment tax and health contribution reports. Assist with year-end payroll closing & verify quarterly/year-end tax info for W-2 and 1099R forms.
  • Develop and maintain up-to-date knowledge of multiple HRIS systems, including ADP and iCIMS. Ensure timely and accurate input and updating of employee data into systems; assist in ensuring integrity and maintenance of the HRIS system data.  Assist in monitoring and making changes or corrections to enhance system functioning.
  • Assist with and/or manage agency programs such as the MBTA T-pass program, Sick Leave Bank donations and enrollment,
  • Assist with researching, compiling and preparing ad hoc management information and required government reports as requested.
  • Assist with annual vacation time carryover and personal time loss calculation and reminders
  • Assist with employee garnishments, child support set up and deductions
  • Assist the Assistant Director of Benefits with schedules, time off entries and reports.
  • Assist the Assistant Director of Benefits with Health Savings Account year-to-date balance and limit set up in ADP.
  • Provide support to the hiring managers in the recruitment and selection process. Help train and support hiring managers in iCIMS.  Close out job requisitions and run tracking and recruitment reports in iCIMS.  Update the Staff Directory.  Participate in other recruiting projects and tasks as assigned.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications.
  • Develop user procedures, guidelines and documentation.
  • Provide training on department policies and procedures.
  • Develop and present information and/or training sessions for employees on human resources related topics.
  • Adhere to confidentiality.
  • Coordinate Special Projects on behalf of the Director of Human Resources.
  • Perform other related duties as required and assigned.

 

QUALIFICATIONS

Work requires a Bachelors’ degree or equivalent related experience plus 4 years of work experience in a Human Resources department of which at least 2 years must be direct payroll experience.  Knowledge and experience with HRIS required, ADP Workforce experience preferred.  Must have excellent administrative organizational and office management skills; must be detail oriented.  Proficiency with Microsoft Office software and Google, etc. is required. Generalist experience in recruitment and benefits highly desired. The ability to prioritize, multi- task and adapt to changing priorities in a fast-paced environment is essential.  Excellent communication and customer service skills are necessary.  Must have experience with and the ability to handle sensitive information with confidentiality.
