**BOSTON RESIDENCY IS A CONDITION OF EMPLOYMENT**
TITLE: PROJECT MANAGER
DIVISION/DEPARTMENT: DEVELOPMENT REVIEW/ DEVELOPMENT REVIEW
SUMMARY OF RESPONSIBILITIES:
Under direction of the Director of Development Review, manage and coordinate the design and development review process of small and large commercial, residential, industrial or institutional projects through to the preparation of final proposals for BPDA board consideration. The Project Manager must have a firm understanding of the Article 80 development review process and the Boston Zoning Code. The Project Manager will only require supervisory consultation on complex development proposals, and political or administrative issues.
GENERAL DUTIES AND RESPONSIBILITIES:
The general duties and responsibilities of the position are included in, but not limited to, the information listed below.
- As assigned, manage, review, and evaluate small and large commercial, residential, industrial or institutional proposals submitted by developers. Guide and coordinate passage of development proposals through the development review and design process.
- Review development proposals, including proposed use, cost, conformity with zoning requirements, traffic studies, land use studies, environmental impact, etc. Compile and prepare reports and memoranda, documenting comments to development proposals. Manage the coordination and distribution of development proposal comments to involved parties. Monitor development project timelines from initial contact with development proposals through BPDA Board consideration.
- Organize meetings with developers and architects to negotiate agreements and revisions to project development review and design process. As assigned, participate in the development and preparation of institutional master plans; meet with institution representatives to negotiate and achieve consensus; document master plans and their amendments or updates.
- Coordinate the scheduling of meetings with community groups, Impact Advisory Groups ("IAG"), Citizen Advisory Committees ("CAC"), task forces, abutters, and other interested public entities to present and discuss the proposed project. Moderate and facilitate discussion; plan and implement community participation strategies to solicit useful feedback; serve as a communications link between community/citizen groups and developers. Propose and negotiate agreements between developers or their representatives and community groups to achieve consensus and make joint recommendations on project plans.
- Establish and cultivate effective working relationships with representatives of community groups, government, industry and other entities that have interests in the project development process.
- Collaborate with representatives of the BPDA's Legal, Urban Design and Planning Department, along with other City, State and Federal agencies or departments in the project review process.
- Manage the integration and consolidation of interests from developers, community, government, and other involved parties; develop and produce final proposals for BPDA board presentation.
- Manage and coordinate the execution of land disposition agreements, ground leases, licenses, developer’s kits, design guidelines and planning documents; oversee appropriate distribution and approvals.
- Coordinate the preparation of urban design and planning proposals, including perspective drawings and other design graphics for use in negotiations with developers about building heights, density and land use.
- May plan and formulate financing strategies for projects. May participate in identifying potential tenants, developing leases, brokering sales, etc.
- Develop and research recommendations on the disposition, sale and/or redevelopment of City and/or BPDA-owned parcels. Formulate and prepare guidelines for residential and commercial development on BPDA-owned parcels.
- Prepare reports, memoranda, recommendations and other materials for BPDA Board review.
- Participate in the formulation and recommendation of project design and development policies for Boston neighborhoods.
- May assist in construction project management and monitoring.
- Maintain and update current knowledge of the Boston Zoning Code, economy, commercial/industrial base, neighborhoods, and institutional constituencies.
- Perform other related duties as required.
Work requires a bachelor’s degree in business, City Planning, Urban Design, Architecture or equivalent. A Master’s degree is preferred. Four to seven years of progressively related experience in urban planning and economic project management is also preferred. A firm understanding of the Article 80 development review process and the Boston Zoning Code is preferred. Current familiarity with Boston’s, economy, commercial, institutional and industrial bases and neighborhoods is required.
WORK ENVIRONMENT: Normal office environment; occasional site visits.
*Due to the COVID-19 pandemic, remote work may occur for all or some of the regularly scheduled work hours. Successful candidates are expected to be able to carry out the same duties, assignments, and other work obligations from a remote location. This includes being available to their supervisors and co‐workers during core work hours while also attending scheduled meetings and attending to other core responsibilities. The BPDA may cancel or suspend telecommuting privileges at any time.
PHYSICAL REQUIREMENTS: Little or no exertion; occasional local travel.
