DEPARTMENT/DIVISION: DEVELOPMENT REVIEW/ECONOMIC DEVELOPMENT
SUMMARY OF RESPONSIBILITIES: Under the direction of the Director of Development Review, assist with the coordination of various projects as assigned. Develop a firm understanding of the Article 80 Development Review and Approval Process. Anticipate and follow through on all department matters including the coordination of the design and environmental review, community engagement, and interagency collaboration process for commercial, residential and institutional proposals from conception through formal consideration by the BPDA Board. Generally, the Project Assistant will support Development Review staff with the evaluation of small, large, and master plan projects.
GENERAL DUTIES AND RESPONSIBILITIES:
The general duties and responsibilities of the position are included in, but not limited to, the information listed below.
As assigned, assist in coordinating passage of development proposals through the design and development review process. As assigned, initiate contact and coordinate review and input from all involved parties.
Upon developing a firm understanding of the Article 80 development review process, the Project Assistant may be assigned to lead the coordination of the review and evaluation of small commercial and residential proposals submitted by developers.
Assist, with the potential to lead, in the review of development proposals, including proposed use and cost, conformity with zoning requirements, traffic studies, land use studies, environmental impact, etc. Compile and prepare reports and memoranda documenting methods and outcomes for supervisor review and subsequent distribution to involved parties. Assist in the coordination and distribution of development proposal comments to involved parties. Monitor development project timelines from initial contact with development proposals through BPDA board consideration.
Coordinate the scheduling of meetings with community groups, Impact Advisory Groups ("IAG"), Citizen Advisory Committees ("CAC"), Task Forces, abutters, and other interested public entities to present and discuss proposed project. Potential to moderate and facilitate discussion; plan and implement community participation strategies to solicit useful feedback; serve as a communications link between community/citizen groups and developers. Propose and negotiate agreements between developers or their representatives and community groups to achieve consensus and make joint recommendations on project plans.
Collaborate with representatives of the BPDA's Legal, Urban Design and Planning Department, along with other City, State and Federal agencies or departments in the project review process.
Establish and cultivate effective working relationships with representatives of community groups, government, industry and other entities that have interests in project development process.
Assist with the preparation of land disposition agreements, ground leases, licenses, developer’s kits, design guidelines and planning documents for review by supervisor and subsequent distribution and approvals.
Coordinate the preparation of urban design and planning proposals, including perspective drawings and other design graphics for use in negotiations with developers about building heights, density and land use.
As assigned, research recommendations on the disposition, sale and/or redevelopment of City and/or BPDA-owned parcels. May prepare guidelines for development on BPDA-owned parcels.
Prepare reports, memoranda, recommendations and other materials to present to BPDA Board for review.
Participate in the formulation and recommendation of project design and development policies for Boston neighborhoods.
May assist in construction project management and monitoring.
Maintain and update current knowledge of the Boston Zoning Code, economy, industrial base, and neighborhoods concerns relative to development.
Manage daily calendars of the Director of Development Review and Deputy Director for Development Review/Government Affairs.
As assigned, assist Project Managers and other agency staff with scheduling of community meetings, coordinate translation and interpretation services with the Language Access Coordinator, and serve as support staff in community meetings.
As assigned, work with Development Review Staff to ensure maintenance of Salesforce project database and data coordination with departments across the agency.
Perform other related duties as required.
Due to the COVID-19 pandemic, remote work may occur for all or some of the regularly scheduled work hours. Successful candidates are expected to be able to carry out the same duties, assignments, and other work obligations from a remote location. This includes being available to their supervisors and co‐workers during core work hours while also attending scheduled meetings and attending to other core responsibilities. The BPDA may cancel or suspend telecommuting privileges at any time.
QUALIFICATIONS: Work requires completion of a bachelor’s degree. One to three years of field related experience preferred. Good public engagement and presentation skills are needed. Experience with office and virtual meeting software required. Ability to effectively manage multiple projects in a fairly fast-paced environment is extremely valuable.
Normal office environment; occasional site visits.
Little or no exertion; occasional local travel.
