TITLE: PROCUREMENT SPECIALIST-CONSTRUCTION 

GRADE:     K                                              STATUS:  EXEMPT

DEPARTMENT/DIVISION:  BUDGET & FINANCE/PROCUREMENT

BPDA is seeking a Procurement Specialist – Construction, who will report to the Procurement Manager, to assist in its capital construction procurement. This will be a highly visible and responsible role with a range of procurement duties that directly support internal stakeholders (business units, Finance, and Legal) in the acquisition of construction services. The Procurement Specialist – Construction will assist in sourcing, solicitation, and initiating contracts, needs assessment, analysis and management of change orders, data collection in support of agency goals, and compliance monitoring activity. The BPDA is currently reviewing data to determine how to mitigate racial disparities in government contracting. The Procurement Specialist – Construction will be a key player in coordinating agency wide efforts to implement equitable procurement practices.

 

GENERAL DUTIES AND RESPONSIBILITIES:

The general duties and responsibilities of the position are included in but not limited to the information listed below:

 

  • Work with the Procurement Manager to implement and communicate formal sourcing and procurement policies and processes throughout the procurement life cycle for construction related procurements.
  • Collaborate with project managers to manage construction procurement strategies, for example, schedule versus cost versus risk versus changes.
  • Perform in-depth analysis of contract requests to determine proper course of procurement methodology.
  • Coordinate with project managers to develop a variety of design and construction procurement scopes of service and specifications for solicitations such as Invitation for Bids, Request for Proposals, Request for Qualifications, Solicitation for Written Quotes
  • Assemble all solicitation documents and thoroughly understand contract terms.
  • Provide technical support relating to material, equipment, and manpower terms within contracts.
  • Assist with bid opening and vendor Q&A sessions; thoroughly evaluate bid results and proposal responses, prepare pre- and post-award contract documents.
  • Support project managers and Contract Administrator throughout contract lifecycle including effectively analyzing, managing, and negotiating contract change orders.
  • Coordinate with Contract Administrator to maintain contract list and track contract milestones, deadlines, expenses.
  • Other related duties as assigned.

 

KNOWLEDGE AND EXPERIENCE:

Applicants must have three (3) to five (5) years of related work experience with Bachelor’s degree in Business Administration, Project Management, or related fields.  Additional and directly relevant experience may be substituted for all or part of the degree requirement. Familiarity with Massachusetts procurement rules and regulations as set forth by the Massachusetts Inspector General’s Office and Attorney General, including M.G.L. c. 30B – Procurement of Goods and Services; M.G.L. c. 7C, §§ 44-58 – Design Services for Public Building Projects; M.G.L. c. 30, § 39M, Works Horizontal Construction (Non-Building) Construction Contracts (With Labor); and M.G.L. c. 149 – Building Vertical Construction Contracts. Must have attended or be willing to attend Inspection Generals Massachusetts Certified Public Purchasing Official Program training sessions.   Excellent analytical, problem solving, and communication (written and verbal) skills.  Proficient in MS Excel, PowerPoint, Word, as well as Google Drive applications. Demonstrated ability to collaborate as an effective team member and with minimal supervision to maximize team results. Be curious with a strong attention to detail, ability to adhere to strict deadlines while juggling multiple priorities with tight timelines, aggressive goals, and constant changes.

 

WORK ENVIRONMENT:

Normal office environment.  May visit job sites as needed.

Little or no exertion; may spend extended periods at terminal.
